The application is in outline with all matters reserved apart from access for the erection of up to 1,500 dwellings, a business park for up to 24ha of employment land for B1 and B8 uses, a local centre with retail and community use to including A1, A2, A3, A4, A5, D1, D2, B1 and/ or uses considered as sui generis, up to a three-Form Entry Primary School, drainage works including engineering operations to re-profile the land and associated vehicular, pedestrian and cycle access; related highway works; car parking; public open space and green infrastructure and sustainable drainage systems.
Noise Solutions Ltd was appointed to prepare the noise and vibration chapter for the environmental statement which was required for the planning application.
The sheer number of different uses when the NPPF is in place meant that defining significance for the EIA regulations and levels for the planning process (LOAEL and SOAEL values) was going to be a lengthy and convoluted process. A detailed environmental sound survey was undertaken in order to establish the baseline conditions at this large site and also research was undertaken into suitable criteria to assess the impact to a nearby ancient monument. The main body of the report was kept as simple as possible, whilst the vast amount of jargon required for Noise Impact Assessments was delegated into Appendices.
